The rules say:
Can the player keep rerolling if he keeps getting the same (c) result and does not want to try that move?

If it's followed by a (c), either the player can go for the move or roll up. So, for example, if the character has deathjump (c) on level 3 offense, either they can go for the deathjump or roll on level 2 offense.

Oh, the wrestler rolls on the lesser offense chart if rerolling? I may have been doing my matches wrong.

The rules say: Can the player keep rerolling if he keeps getting the same (c) result and does not want to try that move? ........ Example: Wrestler A rolls "into the ropes (c)" on level 2 offense. He can either try to throw the opponent into the ropes or "roll up" and roll again on level 1 offense. Theoretically you could have a guy go from level three "out of the ring(c)" to level 2 "into the ropes (c)" to a level 1 offense roll doing this.

I try to add some realism to my game. If I roll "deathjump (c)", I'll only go for the deathjump if the wrestler has a top-rope move on his card. Because not everyone climbed the turnbuckle.
And I'll definitely throw into ropes/turnbuckle if the opponent's rating is "C".

Wow, I have been playing that wrong for 30 years. Just...wow. Right? Well, granted I only started playing last week (though only because I forgot about all those CotG ads in Pro Wrestling Illustrated that I kept looking at for years)... Glad that was what was meant by "previous offense level" in the rules.
