Ringside Ally Interference

I read in the rules you can have your ally interfere when the opponent is on the outside. Does this apply to managers and is it max 1 a match like the outside interference?

In tag match if I have the road warriors with manager Paul ellering.
I can use the 2 pin saves with tag partner. Can I still use the distraction with the manager and the manager interference in the same match?

In a tag match can outside interference be used as your tag team partner or does it have to be someone at ringside or someone that storms the ring that is not in the match.

Also on the outside interference it says a wrestler can storm in at any time.
But then it says u can call an ally to see interfere when it’s a pin or down-3
