I usually do an 8-man tournament. I've also done Battle Royals. Just don't put anyone in the tournament or Battle Royal that you wouldn't want winning the title.
When I started my Rebel Wrestling fed, I had tournaments to crown my first World, World Tag Team, Jr. Heavyweight & Television Champions. I took the top 8 singles wrestlers and put them in the World Title tournament--seeding them based on stats. #8 Bobby Shane(managed by Sir Oliver Humperdink) beat #1 Magnum T.A. in the first round. Shane went on to lose to Terry Gordy in the finals.
The Grappler(managed by Jimmy Hart) won the TV Title as the #8 seed, and I was happy with that because that was for mid-card wrestlers. He called himself "the best pure grappler" in Rebel Wrestling.
When I introduced a women's title, I had a Battle Royal that Leilani Kai won. When I introduced a Hardcore Title, I had a Battle Royal with the last two men competing in a Ladder Match. Ox Baker won that.

I just read something about the Fabulous Kangaroos that fits with this. Apparently, multiple promotions had the Kangaroos visit the territory with new tag belts whenever they wanted to establish a tag team title. So just put your tag belts on the Kangaroos to start with.
