I believe that you can have anyone be a babyface if you’re creative about it. I’ve had successful babyface runs with the likes of Kevin Sullivan and King Kong Bundy. But some folks are just natural villains. They might be cast as the babyface by circumstance, dice rolls or wild hair-brained booking, but they fit like square pegs in round holes. But who’s the worst? Who is LOW’s most natural heel/worst choice for a babyface?

Heenan. For him to be a face (at least as a wrester or manager) would just be so wrong.
Sullivan was a face for years so he's automatically out. Sheik would have been my second choice (mind you if we ever get color Sheik he'd even pass Heenan. The Sheik would lose his mystique as a face.)

There are things in Sheiky Baby's background that could be used for a face run. His role as a coach for the U.S. Olympic team, for example. Compare that to Abdullah or the Million Dollar Man and I think he's a better babyface than either of them.

Abby had a couple face runs....although that was more heel battling heels but getting cheered because the fans hated the other heel more.

Heenan. He's just too natural as a heel and trying to manage a babyface would take all of his best material away.
Ted as the Million Dollar Man character is my runner-up choice after Heenan. Difficult, but by no means impossible. His character would need to be adjusted to where he still flaunts his wealth, but he's philanthropic with it, too. Like something happens to make him feel mercy and change his ways, but not too much that you water down the character.
Abby and Iron Sheik are easy ones to me. There are a lot of scenarios where they could turn and it would seem natural. Moolah is...I mean, again tough but not impossible. I've never known anything but salty old Moolah, but maybe in her younger days there was some redeeming quality that a promoter could draw on to make the switch.

Like, a young guy gets hurt in the ring with him and he has a turnaround, pays the medical bills anonymously, it comes out who was responsible, and he owns up to it. He starts handing out money on the way to the ring and flaunting that he is rich enough to give it away. He's still kind of a d**k but in a way where people like him for it.

I went with Shiek but I don't think the Million Dollar Man can be a face either

Million Dollar Man gets my vote... There is just no way to put a 'heroic' spin on that particular character... Heenan did a great job at portraying some face-like qualities when he was doing commentary for WCW during the nWo invasion... I think he could have pulled it off as a manager as well if given the chance.
