My speculation for them is that otherwise releasing the other Samoans feels quite random.
We'll find out in the next 6 weeks.

I don’t know his Indy name, but once Solo was released, I thought they would’ve been in the next prime set |

They did mention at GCON that this was a "pre-expansion" era territory set...not sure how strict they're going to adhere to that, but that would mean that most of the stuff would be pre-80s. So I'm betting more on guys like Bobby Shane, the Tolos Brothers, etc. being included.
