The new Marvel rpg is out now! Not that I expect to play, at least not face to face, but I got the book. Had to, I have everything for all the other MSH RPGs.
I think it's a good enough system. Fairly easy, makes for quick paced combat. I've read the book once and made up a simple rank 1 character to try out the creation process.

Is it built off an existing rules engine or is it all new?

I don't know if there's another system out there exactly the same or not. They call it the d616 system as the main Marvel comic book universe is numbered 616.
Basic resolution is roll three dice (D6). You be given a target number and you must match or beat that number to succeed. One of the three die is the Marvel die. If a 1 is rolled on that die it become a 6. That makes it a Fantastic result and things like double damage can happen.
Add up the total of the 3 dice. Add the appropriate ability score to the total and see if you succeed. So a basic punch to the face is a Melee attack. Roll the dice, add them up, and add your Melee score to the total.
The dice are always read with the Marvel die being the one in the middle.
I'm still learning things but will try to answer questions. That could help me figure things out too.
