historically I think the answer is probably George Hackenschmidt if he qualifies (did he wrestle as a Russian or is he Estonian?) and if Hackenschmidt is not Russian then Ivan Koloff.
But I voted for Nikta Koloff ahead of Nikolai Volkoff as the greatest Russian in my lifetime.

I'm fairly certain he was actually from Estonia but I believe billed from Russia (as he was called the Russian Lion)
