His instructions say:
While Jacobs is bleeding (3 or more fatigue tokens), use second instruction. This second instruction drops him pin to a 1.
At the point where he would become a 7 (base 4 plus 3), he drops back to a 1. My question is if Jacobs is now a 4 (new base 1 + 3) or if you drop all fatigue tokens and he's now a 1 again?

I personally wouldn't clear his fatigue tokens, so he'd basically just go back to being a 4.

I played it the second way at the time but it's too powerful. The wording would be less confusing to just knock off three tokens.
