A big problem I have with Legends is having a good balance in the roster. Megastars, tag teams, midcarders, and so on. You can absolutely fill your roster out with your Harley Race's, your Randy Savage's, the Lou Thesz's, but where is your cutoff?

Personally I don't have one mostly because I feel bad when I don't use wrestlers who signed with us. However when I do run individual territories I try and limit myself to 3-4 top names, around 6 to 8 who can be top names but are just below most of the time, around 20ish lower and mid card guy and whatever tag teams I feel I need.

Don't have one. I put guys on the roster I want in that promotion. If guys are not getting used, I just think of them doing house shows and get put on TV/main show when needed or they "earned" it.

I run a small territory fed. I found that too much talent overwhelmed me and it caused me to abandon projects. I need to feel like there is some organization in what I'm doing.
What I do is keep about 8-12 singles and 4 tag teams. Out of those 8-12 singles only about 2-4 are truly territory champ level guys. I also try to keep even numbers of heels/faces. Everyone on my roster, since it's small, is gonna participate in tag matches at some point, but I always try not to make it too top heavy. I'd rather be lean with the top guys than fat with top tier talent.

I like a small roster, but I have a 'World' champion who dips in and out of my territory, like the old NWA. I keep a lot of the main eventers away from my territory as I assume they are headlining other areas.
I probably have 8-10 regular singles guys and 2-3 tag teams. The singles guys can always tag up to challenge the tag champs!
I also utilise pretty much all of the enhancement talent as well, so they fill out my TV shows. Just the way I remember and just how I like it!

I try to keep my roster in the 30-40 wrestler range and rotate guys in and out. For top guys, I don't like to have more than 5 or 6. Once a guy gets a couple title shots and loses, it's getting to be time to leave town. It's very easy for the roster to become too top heavy if you're not careful because of all the great wrestlers we have. You want to use everyone but your probably not going to be able to.

I find that I suffer from roster bloat most of the time. Since I now have three feds. One is mostly Legends, one is mostly Indie and the other is a nice mix of both. I find I just toss guys in and those that seem to rise to the top do and then I figure out the rest as they fall. I do run house shows since not everyone can get a spot on my taped and live TV spots just so I can keep it fair as far as wrestlers getting wins so they can get points to challenge for titles. I run seasons so once a full year is done I have wrestlers that leave that I feel have done a long enough run or just are not getting the attention or wins so they leave to try their luck somewhere else.
I think there are the obvious real time main eventers but I find in the game sometimes the dice don't play in their favour and they are not so main eventers sometimes in the fed you are running.

Yes, the dice can be a cruel mistress.
One reason I do not get rid of all my wrestlers that struggle is because I need some to help booster the win total of top guys and help new talent look strong. Enhancement talent of a bigger level than the ones we saw on Saturday mornings.

It's really tough because I have the NWA with all territories- Mid-Atlantic, Mid-South, Texas, Florida, and Atlantic (WWF). Since I have limited time I find myself devoting more time to a few territories, and then the others just kind of exist. I think I'm going to eliminate a few territories and and go from there. And to think I wanted to add Minnesota, California, and Toronto!

And to think I wanted to add Minnesota, California, and Toronto! Here is an idea instead of eliminating the territories. Do a Best Of like TV show and just have a match from each territory. That keeps them in the loop without having to do a whole show for each one if you do not have the time to do it. I mean if you like having the different territories. Of course you should do what is best for you. Just giving a suggestion.
