NB has it right. Really, I just choose who I think fits a particular title and don't worry about it otherwise.

I like the idea of 3 Pin or higher. Only problem is guys like Severn and Pesek would qualify and they’re way too powerful. What about an in-game way to discourage higher tier wrestlers? I don’t want weight classes because then guys like Gotch would qualify while Roadkill (who would fit perfectly in this ) wouldn’t. As I said, all I have is to limit challenging for the World or Tag titles. I would say if you have a mid card title wrestler that is just dominating, then they need to be pushed into the mainevent circle. |

You could exclude certain wrestlers--like Severn and Pesek--by saying that they fell a secondary title is beneath them.
Guys like them are probably only interested in beating up their opponents than they are winning championships any way.
