With Milton having made The Trop un-inhabitable, several contenders have emerged to host the Rays in the 2025 season (at least in the first part). The Yankees' spring training venue in Tampa seems the best option, holding only slightly less fans than the Rays average attendance. But they may not want to host their in division rivals. Global Life (the old one) and Oakland Coliseum are both MLB scale parks, but would an AL East team want to be that far west? Also would Oakland be willing to host them with out the poison pill demands that forced the A's temporary move to Sacramento? The Triple A affiliate in Durham seems like a good choice, but can only seat 5000 fans. The Rays were planning to spend part of the regular season in Montreal in the Olympic stadium a few years ago, but MLB put the kybosh on that plan.

Other. It will be Tropicana Field. They have plenty time to fix it up. If they cannot replace the roof, then the weather will be no more an issue there than George Steinbrenner Field. If for some reason they cannot play there I see Montreal being in the running.

If they can not start the season playing at Tropicana Field, I would say perhaps AAA Durham.
The As are playing their home games at Sacramento's AAA stadium for the next few years while their new stadium gets built here in Las Vegas.
If the As can play at a AAA stadium while an entire MLB stadium gets built for them then the Rays should certainly be able to play at a AAA stadium while they just fix the roof an an otherwise already-built MLB stadium.

A story on ESPN's web site says MLB wants to keep them in the Tampa Area and mentioned a few spring training sites of other MLB teams. The Tigers one here in Lakeland was one. Of course one issue is most have minor league teams so they would have to make both schedules work. There is a possibility they replace the roof but it will be a question if it would be worth doing that for three seasons before tearing it all down.

I think one strong contender I didn't mention previously is "The Stadium at the ESPN Wide World of Sports" (seriously terrible name) at Disney. It's about an hour or two from suburban Tampa, but has a 9k capacity, no regular tenant to have scheduling conflicts with, and has hosted the Rays before for some regular season games. I'm still personally hoping for Durham, just because I live ten minutes from the ballpark and would love to see it.

It been reported that the St. Petersburg city council has provisionally approved $6 million for the installation of a temporary drainage system to make the trop occupiable as a functionally open air stadium, dependent upon the rest of the structure being salvageable by structural engineers (who still have not completed their inspection). The proposed timeline for instillation would likely still call for the team to open play somewhere else in 2025, but would see the team dislocated for less time than originally discussed.

The Rays will be playing at Steinbrenner Field. It got no votes but is considered the most MLB ready of the options the Rays had. It seats 11,000 so who knows, the Rays might actually play in front of some sold out home crowds this year lol.
