To answer Stu, for secondary titles, a wrestler can win that to cash in later for a world title or world tag team title shot.

For my secondary titles I usually only let folks ranked lower than the top 10 challenge for them. Sometime I’ll dip into those ranked 7-10. Of course rules were meant to be broken and I did have the GOAT Shayne have a long run with it after Massif forbade him to challenge for the Galaxian title.
For Legends, for the longest time, I didn’t have secondary titles. I just recently introduced a TV title in my tabletop fed and a North American title in my online fed, I only let guys with at 6(3) or higher challenge for it. That has worked out well so far.
