I would say since at any given time you could lose a guy and replace him i'd say go with whichever card you want to use of theirs. Though might want to keep in mind not keeping the diff tiers to clutterd up. I guess it could be nice to use all the top tier talent from every year and every fed possible but that may make the big title picture a bit chaotic unless of course thats what you wanna do 
Some guys are nice since they do have tag and singles versions so you could keep some guys like that out of the upper tiers by making them tag up. Ala Divided we fall and keeping encubus and bloodline out of the singles.
I would think maybe pick a #/% of how much you want in each tier.
(randomly throwing numbers out) like 50 active wrestlers/teams of which 15 are tagteams that leaves 35 singles, maybe like 8 top tier, 10 chumps and 17 middle of the roaders. Your 15 tag guys could be 5/5/5 or however you want to split it up. Would give some mathmatic stability to how things go.
But in the end if your having fun go for whatever is fun.
