Good question, and good thread starter. Thanks Ranul!
For my fed, the Interplanetary championship is a title designed to reward a wrestler who puts together a string of victories. While wins earn title shots in my federation, I use a system called the Stroke System where they receive a Stroke score that is derived from their Rahl Ranking, points for victories, and deductions from suspensions. This is used to help determine which wrestler has more pull than another.
Now, Stroke System helps me determine which wrestlers get title shots for the GWF Galaxian Championship, as well as who appears on a pay-per-view. And much like other wrestling federations, those title shots usually stay with a group of established veterans who have years of experience. Young wrestlers have to pay their dues to get such a shot, sometimes waiting years for even a single shot! I know it sounds elitist, but I do it that way to ensure that those who earn title shots and hold the GWF Galaxian Championship are some of the greatest athletes of all time.
But the IP Championship is solely based on wrestlers who are in the midst of winning streaks. This belt has allowed a lot of wrestlers to win singles gold during their rookie years, and is a great stepping stone for those looking to make a reputation for themselves. It is also a lot more accessable for wrestlers who are not in a position to earn the GWF Galaxian Title. The IP title helps out my card from top to bottom, but especially in the mid-card, and it is open to everyone on the roster. The openness of earning a title shot gives everyone in the singles division a chance to win some championship gold.

I follow a push system much like Mr.Jimmyface to determine who goes where and if you have read any of my feds you can see that some mid-level guys have actually seen Main Event success, but will usually land in the Interplanetary range.
I use the Interplanetary belt as a tool to determine who really deserves to move up into the Galaxian title. Of course this means that they must have a consistent run with the Interplanetary or Intergalactic title in my fed before being considered for the Main Event.
All in all its a pretty important part of my federations and gives the lower teir guys something to fight over while the big dogs play above them.

In my fed, I run a singles Gauntlet to determine my Galaxian Champion. Obviously, the winner is the last one standing and the one he beat is the #1 contender. After that, it goes by most elimantions for rankings until the top 8-10 slots are filled. Same thing with IP as well, out of all the individuals left after Galaxian and then it goes to Hardcore/special matches, until all talent is ranked.

for this title and any my title reign, i use a PROCESS OF ELIMINATION chart to see who will be the top contender for the belt. also, if a belt is vacant, i use battle royal or a fatal 4 way matches.

I am still trying to come up with a system; however, the one I am leading towards is everybody over 75 percent win rate is in the picture for the Galaxian title. Everyone below that is in the picture for the Interplanetary title.

I use a modified stroke system to determine title shots (unless a storyline pverrides it).
Since I give 1 point for a win, 5 points for winning the GWF Title and -1 point for a loss, any one within 7 points of teh title holder automatically qualifies for the GWF title.
Anyone below that down to with 5 points of teh IP title holder (1 for win, 3 for IP title, qand -1 for loss) qualifies for the IP title.
Current totals for my 2120 GWF
By points for GWF Endgame 33 Encubus 29 Bloodline(C) 28 GWF Champion Epoch(C) 27 IP Champion
For IP Epoch(C) 27 IP Champion Kill Prey 20

Whenever the I-P Title is vacant, I try to do a tournament with the stipulation of wrestlers in the tournament have never won a singles title. I do this to help stimulate careers and give wrestlers an extra push towards earning gold.
For example, in January 2096, Chaos entered the year holding the GWF Galaxian Championship, and he had recently defeated Alpha Force in a Best of Seven Series to win his I-P Championship (both belts went to the winner). However, GWF bylaws forbid the GWF Galaxian Champion from holding any other GWF titles, so Chaos threw the belt to the ground and said "problem solved." Always subtle, that man of power.
Looking at the roster, I saw eight wrestlers had recently come over to the Singles Division from the Tag Division. Noting that, Commissioner Carter decided to enter these eight men in the tournament as a way to "give them a great opportunity for starting their careers off right as singles competitors.
QUARTERFINAL ROUND: Dragonmaster def. Vlad Hammer King Lear def. Mr. Galaxy U.S. Patriot def. Battering Ram Mad Jester def. Incredible Badger
SEMI-FINAL ROUND: Dragonmaster def. King Lear U.S. Patriot def. Mad Jester
FINAL ROUND: Dragonmaster def. U.S. Patriot to become the new I-P Champion
Again, I see the I-P Championship as a way to both reward successful wrestlers of all skill levels, and to also give wrestlers a chance to move up the ladder towards becoming main event talent.
