On manager cards: Do you use the distractor rating once and managerial interference once or decide which to use.
How do you decide when to use the commissioner cards?

Managers can use distractor once AND normal interference once per match, but not both on the same situation. For instance, if Exo-King is being pinned by Star Warrior, Royal Overlord can't try a distraction and, if that fails, use the manager interference chart on the same pin attempt.
Commissioner card can be used whenever you decide or not at all. Some situations on the feud table tell you to roll for suspension on the commissioner's card, and that would be one instance. For the title shots and things like that, it's at your discretion to use it for a certain storyline or not at all.
