As long as you have fun, go for it! I mean I run a ton of small regions under my NWA banner and have a great time.

I definitely think it would be tough to run a fed that size. The way I have run a "larger" fed was by cycling guys in and out. Certain guys that I wouldn't use very often might only be used once every 5-6 cards and others would be used every or every other card.
