cage rating

hey everybody im new to COTGonline and recently bought 2087 and loving getting into the characters. but i have a dumb question, sorry but im new and confused, how do you use the cage ratings? more specifically, if somebody has a cage rating of 1?

It's like the number in parenthesis in the PIN ratings; take fatigue into account and raise the number by 1 for each unsuccessful pin attempt. Otherwise, as you've noticed, some guys would never lose!
