I don't like it when a new wrestler comes in and doesn't have a finisher. I think everyone should have one even if a roll finisher
Example is Scimitar. His pin is a 6(3) which should be a decent wrestler but no finisher

Nope.
Depends entirely on the wrestler concept.
Original Ursa Major needed no finisher. PIN Rating alone does not make a decent wrestler...in the later years, there are several mediocre guys with 4(1) PIN ratings.

His pin is a 6(3) which should be a decent wrestler but no finisher I like the 'no finisher' trait for select situations. Low level rookies and 'guys past their prime' would fit the mold pretty well. It's a unique card mechanic that makes for a nice change of pace. Not every wrestler has to have a 'killer move' and this drives home that some wrestlers have sharply weaker offensive arsenals than their peers.

It all depends on the concept of the character. Wrestlers can have strong defense and weak offense, gives each character a little personality in the ring. You beat a guy down with a low pin and he keeps getting back up but when he finally gets the offense, he chokes because he has no finisher. He still has a chance to win, just not with an instant pin attempt and a roll modifier. It may make some lopsided matches but wrestling is like that.

I like using the no-finisher character sparingly. There should never be more than one active at any time in a fed these days with the roster sizes what they are, though.

If your planning on creating a Jobber that will constantly lose to the rest of the fed, No-finisher is fine but even some of the Low end talent at least had SOME means of sealing the deal!

Well, that's what Level-3 moves are for. If the game had NO other way of finishing a match aside from a finisher, then yeah, that would be a problem...as it is, I see no problem with finisher-free guys, from time to time...or guys like Grovel, who are TECHNICALLY finisher-free, but have a few add 1 moves to make up the deficit a bit.

How many guys in WWE, can you not name their finisher? Exactly. You can be a wrestler without a notable finisher. Of course, you won't sell as many tshirts, but until you find yourself on the winning side alot, why would you have one?
