The second chart is Battleground-Weapons. but it's weapons that you can use from the battlefield. rocks, sticks, cars, bolders, tanks, Toss whatever you can lift! I think the cool attack would be a possible finisher especially for the giant, superstrong, individual. where Batman might zap someone with an exposed powercable. Hulk will pick up something massive and slap it down on the foe! ending the battle. But each terrain will have different landscapes and different weapons just waiting to be used.Since the characters are now fighting in full scale battles, the "illegal weapon" really can't logically exist. But at the same time, villains would escalate the use of weapons --because they're villains. The thing is, not to let weapons take over the action. So, here's an idea.
Have three classes of weapons; Improvised; Melee; and Modern.
Improvised weapons can be anything not designed to be used as a weapon per se. Examples: Rocks, chairs, ladders, trash can lids, fire extinguishers, etc. Improvised weapons can be found anywhere, but the kind of weapon-item a hero finds should fit the area or battleground they are fighting in (like Blackhand already suggested).
Melee weapons are any weapon designed that it can be used as such. Examples: Swords, baseball bat, fireman's axe, whip, etc.
Modern weapons are anything with some measure of technology behind them. Examples: Pistol, tazer, and so on.
Here's the lowdown: Improvised weapons last for one use only (succeed or fail) because they were not designed as weapons. They're just improvised. Melee weapons last indefinitely as long as they are used successfully. However, on a failed attempt the weapon fails (wears out, bends, breaks, etc.) and the hero can't use it anymore. Modern weapons follow the same rule as Melee weapons (they run out of ammo, drain their energy cell, etc.)
This expiration rule on weapons prevents them from being over used. Example: The Hulk can't just pick up an endless supply of boulders to crush Thantos and end the fight.
