I don't believe that any of these wrestlers came with a specific time frame, just that they could be incorporated into the EC at any given point of time a promoter wanted to use them.

Justin nailed it. The theme is that all of the wrestlers in the series exist outside the GWF at some point with-in the Classics Era time frame (2074-86) but promoters retain complete latitude as to how they want to incorporate their presence in their Fed. Players can use (or not use) any given wrestler however they see fit. It's up to you promoter.
