Tensions have heightened in the Persian Gulf region as Iran has threatened to block off access to the Strait of Hormuz should a new round of U.S. led sanctions be imposed upon it. These sanctions aim to undermine Iran's petroleum exports, which could prove devastating to their economy. America has drawn a line in the sand, attempting to push through these sanctions while openly stating any attempt to block the Strait will not be tolerated. The price of oil hangs in the balance. Courtesy NY Times Noise Level Rises Over Iran Threat to Close Strait of Hormuz By Rick Gladstone Iran and the United States elevated the belligerent tone between them on Wednesday over an Iranian vow to close the Strait of Hormuz, a vital Middle East waterway for oil tanker traffic, if Western powers attempted to make good on their threat to stifle Iran’s petroleum exports.
Rear Adm. Habibollah Sayyari, Iran’s naval commander, said that “Iran has total control over the strategic waterway,” and that “Closing the Strait of Hormuz is very easy for Iranian naval forces,” in remarks carried by Press TV, an official Iranian news site. Admiral Sayyari, whose forces are in the midst of an ambitious war-games exercise in waters near the Strait of Hormuz, was the second top Iranian official to make such a threat in 24 hours.
Both the Defense Department and the United States Navy’s Fifth Fleet, which is based in Bahrain and patrols the Strait of Hormuz, responded to Admiral Sayyari’s remarks in statements that suggested American warships would stop the Iranians if necessary.
“The free flow of goods and services through the Strait of Hormuz is vital to regional and global prosperity,” Lt. Rebecca Rebarich, a spokeswoman for the Fifth Fleet command in Manama, Bahrain, said in an emailed response. “Anyone who threatens to disrupt freedom of navigation in an international strait is clearly outside the community of nations; any disruption will not be tolerated.”
The statement also said “The U.S. Navy is a flexible, multi-capable force committed to regional security and stability, always ready to counter malevolent actions to ensure freedom of navigation.”
George Little, the Pentagon press secretary, issued a similar warning, but he also pointed out that the Pentagon was “unaware of any aggressive or hostile action directed against U.S. ships” at this time.
France weighed in with a reaction to the Iranian threat as well, calling on Iran to respect international law regarding the strait, which is 21 miles wide at its narrowest point and separates Oman and Iran. Bernard Valero, a spokesman for France’s Foreign Ministry, told reporters at a regular news briefing: “The Strait of Hormuz is an international strait. As a result, all ships regardless of their nationality benefit from the right of transit in line with the 1982 United Nations Convention on the Law of the Sea and international maritime customs.”
On Tuesday, Iran’s vice president, Mohammad Reza-Rahimi, was the first top Iranian official to explicitly threaten to close the Strait, saying that if Western powers “impose sanctions on Iran’s oil exports, then even one drop of oil cannot flow from the Strait of Hormuz.”
The catalyst for the Iranian threats are new efforts underway by the United States and European Union to pressure Iran into disbanding its nuclear program, which Iran has refused to do despite four rounds of sanctions imposed by the United Nations Security Council.
Those sanctions have not targeted Iran’s oil exports, the world’s third largest. But in recent weeks, the European Union has talked openly of imposing a boycott on Iranian oil, and President Obama is preparing to sign legislation that, if fully enforced, could impose harsh penalties on all buyers of Iran’s oil, with the aim of severely impeding Iran’s ability to sell it. If successful, the measure would create onerous new pressure on the Iranian economy, which is already fraying from the accumulated effects of the other sanctions.
Iran has said its uranium enrichment is purely peaceful, but an International Atomic Energy Agency report issued last month suggested that Iran may be working on a nuclear weapon and a missile delivery system for it. The United States and its allies have said that a nuclear-armed Iran would be unacceptable.
The Strait of Hormuz, with two mile-wide channels for commercial shipping, connects the Sea of Oman to the Persian Gulf, the principal loading point for oil shipped from Saudi Arabia, the world’s largest oil exporter. The Strait carried 33 percent of all oil shipped by sea in 2009 and nearly 20 percent of all oil traded worldwide, according to the United States Energy Information Administration, which has called it the world’s most important “oil chokepoint.”
Markets seemed to shrug off Iran’s threats. On Wednesday, the price of the benchmark crude oil contract on the New York Mercantile Exchange fell for the first time in more than week and was trading at just below $100 a barrel at midday.

By Mark ThompsonSince it doesn’t have nuclear weapons yet, Iran is playing the lone trump card in its hand: threatening to shut down the Strait of Hormuz through which Persian Gulf oil flows to fuel much of the world’s economy. Iranian navy chief Admiral Habibollah Sayyari told state television Wednesday that it would be “very easy” for his forces to shut down the chokepoint. “Iran has comprehensive control over the strategic waterway,” he said as his vessels continued a 10-day exercise near the strait.
But just how good a trump card is it?
“Iran has constructed a navy with considerable asymmetric and other capabilities designed specifically to be used in an integrated way to conduct area denial operations in the Persian Gulf and SoH, and they routinely exercise these capabilities and issue statements of intent to use them,” Jonathan Schroden writes in a recent report for the Pentagon-funded Center for Naval Analyses. “This combination of capabilities and expressed intent does present a credible threat to international shipping in the Strait.”
Not so fast, other experts maintain. “We believe that we would be able to maintain the strait,” Marine General James Cartwright, then-vice chairman of the Joint Chiefs of Staff, told Congress last year. “But it would be a question of time and impact and the implications from a global standpoint on the flow of energy, et cetera, [that] would have ramifications probably beyond the military actions that would go on.”
International maritime law guarantees unimpeded transit through straits, and any deliberate military disruption is an act of war. “Anyone who threatens to disrupt freedom of navigation in an international strait is clearly outside the community of nations,” the U.S. Navy’s 5th Fleet said from its headquarters in Bahrain. “Any disruption will not be tolerated.”
Of course, brandishing a threat and carrying it out are two different things. “By presuming that Iran can easily close the strait, Western diplomats concede leverage, and the current U.S. habit of reacting immediately and aggressively to Iranian provocations risks unnecessary escalation,” Eugene Gholz, a professor at the University of Texas, wrote in Foreign Policy in 2009. “Iran would find it so difficult, if not impossible, to close the strait that the world can afford to relax from its current hair-trigger alert.”
Most U.S. military thinkers, speaking privately, seem to agree. There are two linked issues at play here: military and monetary. While it might be challenging for the Iranian navy to shut down commerce flowing through the strait, Iranian moves to carry out that threat could have much the same effect. Oil companies, and the shippers that transport their product by water, are conservative business types, not given to putting their costly tankers and crews in harm’s way. But they’d get over it pretty quickly, and commerce would resume, with higher insurance rates.
One point worth noting: analyses of possible Iranian military action to plug the strait generally note that Iran gets about half of its national budget from oil exports that transit the strait. But if the next round of sanctions keeps Iranian oil off the world market, that brake on Iranian military action will be gone.
Iran has been practicing such saber-rattling for decades, and it always sends a nervous twitch through the world oil markets, spiking prices upward. It has done so this week, and oil’s per-barrel price has flirted with the $100 mark. That’s a drag on the world economic powers seeking to punish Iran for its nuclear-development efforts, and Tehran plainly views it as a net-positive for itself. That’s especially true in the year leading up to a U.S. presidential election, where the incumbent is seeking a second term.
About a fifth of the world’s oil flows through the strait, which is only 34 miles wide at its narrowest point. But the navigable part of the strait is 20 miles across, although shipping is supposed to use a pair of two-mile wide channels, one inbound and the other outbound. Iran borders the strait to the north and east, and it has a major naval base – and its key submarine base – close by.
“While closing the Strait may be possible for Iran for a short period of time, the U.S. military would prevail in a conflict with Iran in order to re-open the Strait at a great cost to the Iranian armed forces,” Brenna Schnars wrote in a 2010 study at the Naval Postgraduate School. “With international mistrust concerning the Iranian nuclear program already at the height of world concerns, an Iranian closure of the Strait would only enrage the majority of the international community, as their economies would severely suffer without its oil imports from the Persian Gulf.”
U.S. Navy Commander Rodney Mills examined the military implications of an Iranian move to shut the strait in a 2008 study at the Naval War College. His bottom line:
"There is consensus among the analysts that the U.S. military would ultimately prevail over Iranian forces if Iran sought to close the strait. The various scenarios and assumptions used in the analyses produce a range of potential timelines for this action, from the optimistic assessment that the straits would be open in a few days to the more pessimistic assessment that it would take five weeks to three months to restore the full flow of maritime traffic."
But fighting an Iranian effort to close the strait may not be easy. Iran in recent years has acquired “thousands of sea mines, wake homing torpedoes, hundreds of advanced cruise missiles and possibly more than one thousand small Fast Attack Craft and Fast Inshore Attack Craft,” U.S. Navy Commander Daniel Dolan wrote in a report last year at the Naval War College. “…The majority of these A2/AD [anti-access, area-denial] forces are concentrated astride the vital Strait of Hormuz…” He urged the U.S. and its allies to fight any Iranian effort to shut the strait from the relative safely of the Arabian Sea, that broad body of water between the Persian Gulf and Indian Ocean. “It will allow the [allied commander] to concentrate fires on attriting the enemy forces,” he said, “while denying the enemy an equal opportunity to return fires.”
History offers some guidance. In the 1980s, the “tanker wars” between Iran and Iraq in the Persian Gulf – which led to 544 attacks and 400 civilians killed over eight years – the oil flow dropped by 25% before returning to normal levels. Insurances rates also would rise – perhaps from a penny to $6 a barrel, Mills estimates – a steep hike in insurance premiums, but not that much when tacked on to a $100 barrel of oil. “Despite the increased risk,” Mills notes, “history shows us that insurance will remain available at a reasonable rate for the value of the cargo shipped.”
Iran has scant chance of covertly mining the strait, U.S. military officers say. Small boats or anti-ship missiles would make more military sense. But Iran’s trio of Russian-built Kilo-class submarines, as well as a dozen smaller subs, would be vulnerable to U.S. anti-submarine warfare. “The (U.S.) Navy,” Mills wrote, “would be eager to permanently eliminate the Iranian submarine threat in a naval conflict.”
And attacks Iran launched against tankers aren’t guaranteed to work. “Most tankers today are of newer, double-hulled designs; coupled with internal compartmentalization, this tends to limit damage from an explosion,” Mills’ study said. “There are relatively few areas of vital machinery that could disable the vessel if damaged, and much of the vital machinery is underwater.” But what about all that oil? “The crude oil they carry tends to absorb and dissipate the shock caused by an explosion, reducing the effectiveness of the warhead,” Mills wrote. “And the crude oil is not very flammable, reducing the chance of fire or secondary explosion.”
All this is not to say any battle over the strait would be a cakewalk, as some U.S. officials erroneously predicted the Iraq war would be. If war were to break out, Iran would throw everything it has into the fight. “It’s clear that the Iranians have taken an approach in which they are going to attempt to use small boats, swarms, cruise missiles, mines, perhaps suicide boats, small submarines,” Vice Admiral Mark Fox, the top U.S. commander in the region, said earlier this year. “We watch them very carefully and understand where they are, what they’re doing.”
Fox’s 5th Fleet, which patrols the region, recommends its officers read Immortal: A Military History of Iran and Its Armed Forces, by CIA analyst Steven R. Ward. “Iran’s soldiers, from the famed `Immortals’ of ancient Persia to today’s Revolutionary Guard, have demonstrated through the centuries that they should not be underestimated,” a summary of the book on the fleet’s web site says. “The Iranians’ ability to impose high costs on their enemies by exploiting Iran’s imposing geography bear careful consideration today by potential opponents.”
Fox acknowledges that “imposing geography” cited by Ward as the admiral discussed how the Iranians would likely fight. “They have a long littoral there — it’s 1,300 nautical miles,” Fox said. “They’ve got a lot of places where they have an ability to set up, they have coves for small boats and cruise missiles that can potentially move around.” All this would complicate any conflict.
But Mills sees all the Iranian rhetoric and war gaming as little more than Persian saber rattling. “Iran gains more from the existence of their threat,” he concludes, “than they would by actually carrying it out.”

Courtesy of Foreign Affairs What Happens After Israel Attacks Iran Public Debate Can Prevent a Strategic Disaster By Ehud EiranSince its birth in 1948, Israel has launched numerous preemptive military strikes against its foes. In 1981 and 2007, it destroyed the nuclear reactors of Iraq and Syria, operations that did not lead to war. But now, Israelis are discussing the possibility of another preemptive attack — against Iran — that might result in a wider conflict.
The public debate in Israel about whether Jerusalem should order a strike on Iran’s nuclear program is surprisingly frank. Politicians and policymakers often discuss the merits of an attack in public; over the past year, for example, Israeli Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak have sparred regularly and openly with former Mossad director Meir Dagan, the most prominent opponent of an Israeli operation. But much of the conversation is focused on whether Israel should strike, not on what might happen if it does — in other words, the result on the “day after.” Israeli policymakers are ignoring several of the potential longer-term consequences of a strike.
Indeed, the analysis in Israel about the possible effects of a bombing campaign against Iran is limited to a small, professional elite, mostly in government and behind closed doors. This intimate circle that does consider scenarios of the “day after” concentrates almost exclusively on what an Iranian response, direct or through proxies, might look like. This is not surprising, given that Israel must worry first and foremost about the immediate military implications of an Iranian counterattack. But in doing so, Israeli policymakers are ignoring several of the potential longer-term aspects of a strike: the preparedness of Israel’s home front; the contours of an Israeli exit strategy; the impact on U.S.-Israel relations; the global diplomatic fallout; the stability of world energy markets; and the outcome within Iran itself. Should Israel fail to openly debate and account for these factors in advance of an attack, it may end up with a strategic debacle, even if it achieves its narrow military goals.
Israeli officials have thought extensively about how the first moves of a military conflict between Jerusalem and Tehran might play out. Ephraim Kam, a former Israeli military intelligence officer and deputy head of Israel’s Institute for National Security Studies (INSS), reflected the general consensus in the security establishment when he wrote in the Institute’s 2010 strategic assessment that Iran may respond in two possible ways to an Israeli operation: missile strikes on Israel, either directly or through allied organizations such as Hezbollah or Hamas; or terror attacks, likely on Israeli targets abroad by Iranians or those proxy groups.
A direct Iranian response would involve a missile barrage from Iran onto Israeli territory, similar to the volley of rockets launched at Israel by Iraq during the first Gulf War. Only one Israeli citizen died then, and it seems that Israeli officials estimate that the damage of a similar Iranian strike would be greater, but still limited. This past November, Ehud Barak, referring to possible direct and proxy-based Iranian retaliation, said that “There is no scenario for 50,000 dead, or 5,000 killed — and if everyone stays in their homes, maybe not even 500 dead.” Barak’s calm also reflects Israel’s previous experience in preempting nuclear threats. Iraq did not respond when Israel destroyed its nuclear facility in 1981, disproving the doomsday predictions made by several Israeli experts prior to the strike, and Syria remained silent when Israel bombed its nascent reactor in 2007.
Israeli policymakers also do not seem particularly concerned about the prospect of a proxy response. They recognize that Hezbollah, as it did in 2006, can target Israel with a large number of rockets. Yet in an interview with Ronen Bergman in The New York Times late last month, several Israeli experts argued that, regardless of a potential battle with Iran, the probability of an extended conflict with Hezbollah is already high. According to this logic, an attack on Iran would merely hasten the inevitable and might actually be easier to sustain before, not after, Iran acquires nuclear weapons. In addition, the new constraints now operating against Hezbollah — the ongoing revolt in Syria chief among them — might even limit the ability of the organization to harm Israel in a future conflict. Indeed, over the past several months, the Secretary General of Hezbollah, Sheikh Hassan Nasrallah, has emphasized the group’s independence, saying on February 7 that “the Iranian leadership will not ask Hezbollah to do anything. On [the day of an Israeli attack on Iran], we will sit, think, and decide what we will do.”
Meanwhile, the Israeli security establishment remains confident that Iran and its proxies will have trouble staging large-scale attacks on Israeli or Jewish targets abroad. Iran and Hezbollah have done so successfully in the past, most notably in response to Israel’s assassination, in 1992, of Hezbollah’s first secretary general (they are strongly suspected to have directed suicide bombings against the Israeli embassy and the Jewish community center in Buenos Aires in 1992 and 1994, respectively). Israeli experts such as Kam agree that similar attacks could occur again in the wake of a strike on Iran, but argue that Tehran’s ability to respond is limited, likely due to its own handicaps and the restrictions posed by the post-9/11 global effort against terrorism. They gained support for their theory in mid-February, when, according to preliminary evidence, Iranian agents staged clumsy, botched attacks on Israeli targets in Georgia, India, and Thailand, injuring only one person in New Delhi and ending in humiliation in Bangkok, with one operative accidentally blowing off his legs.
Balanced against these threats is the expected benefit of an Israeli bombing campaign. According to Bergman, the Israeli defense community estimates that it can inflict a three-to-five-year delay on the Iranian nuclear project. But in its optimistic estimation about the success of an attack and about Israel’s ability to deter any response, it has failed to address, at least publicly, several crucial factors.
Although Israel has buttressed its home-front preparedness since its 2006 war with Hezbollah, it seems that it must do much more to ready the country for the rocket and missile attacks that it is expected to endure after a strike against Iran’s nuclear program. In a move that Israelis are now sardonically mocking, the former minister for home front defense, Matan Vilnai, left his post in February to become Israel’s ambassador to China. Before departing, Vilnai staged an angry outburst during a Knesset subcommittee meeting on February 7 over the lack of homeland preparedness, creating such a stir that the chairman had to end the meeting. Data presented at the session reveal the source of Vilnai’s frustration: a quarter of all Israelis do not have the most basic physical shelter needed to weather sustained rocket fire. Gas masks, a basic safety measure against a chemical attack, are available to only 60 percent of the population. And Vilnai’s former ministry lacks the bureaucratic muscle to win the resources and funds necessary to improve the situation. When the Netanyahu administration established the ministry early last year, the Israeli journalist Ofer Shelah called it “the big lie” because it “has no authority, no independent budget, and no ability to affect national priorities.”
The lack of readiness within Israel is all the more worrisome in light of the fact that Israeli analysts have spent little time discussing an exit strategy. An Israeli strike might follow a version of the previous attacks against the Iraqi and Syrian nuclear programs, which did not lead to conflict. Or, following the example of Israel’s 1982 invasion of Lebanon, it might spark a prolonged war. That operation, intended to remove the threat of armed Palestinian groups within two days, instead lasted 18 years, and contributed to the evolution of a new enemy in Hezbollah. Similarly, Israel’s incursion into Lebanon in 2006 had no clear exit strategy and lasted an unexpected 33 days, ending in confusion. Without serious public discussion about the possibility of a long war with Iran, Israel could enter an extended conflict unprepared to provide for and defend its citizens.
Israeli leaders have also failed to address in public the effect of an Israeli strike on U.S.-Israel relations. There is, of course, much conversation about whether the United States and Israel agree on the need for a strike, and, if so, when it should occur. So far, it seems, Jerusalem and Washington remain united in their opposition to Iran’s nuclear program, but are not yet in agreement about the time for military action; indeed, Israel has refused to commit to warning Washington in advance of an attack. Should Israel bomb Iran, it could easily provoke a crisis even if it did first warn the United States, especially if the Obama administration has to intervene. Once again, Israeli strategic thinking on the issue is likely informed by the 1981 bombing of Iraq’s nuclear reactor. The attack infuriated the White House, which condemned it and, in punishment, suspended the delivery of some aircraft to Israel. Yet Washington retroactively approved of the strike and restored and even strengthened its relationship with Jerusalem — a process that Netanyahu may expect to repeat itself. The prime minister might also be calculating that, in an election year, Obama would prefer to avoid openly criticizing Israel after an attack.
In addition, the broader diplomatic impact of an Israeli strike has also received little open attention. The former Mossad director Meir Dagan has raised the possibility that an attack might disrupt the existing international pressure on Iran, which is now beginning to place severe strain on the regime, and make it harder for that coalition to re-form in the event that Iran restarts its program. On the whole, however, Israeli leaders have not confronted that possibility, seeming to place faith in the efficacy of the three-to-five year delay that they hope a strike will achieve. Public debate could prevent Israeli leaders from operating on the basis of limited information and faulty assumptions.
Also largely missing from Israel’s public analysis is the question of how a bombing campaign would affect worldwide energy markets. As a small country with a limited global perspective, Israel rarely needs to consider the international impact of its actions. The few Israeli analysts who have looked into this question have tended to underplay Iran’s intention, and capability, of acting on its threat to close the Strait of Hormuz. Last month, for example, Amos Yadlin, the former director of Israel’s military intelligence, and Yoel Guzansky, the former head of the Iran desk of Israel’s national security council, argued in a paper for the INSS that it is highly doubtful that Iran would block the waterway.
That lack of perspective extends to what might happen inside of Iran after a strike. The public discourse about an attack rarely includes any consideration of whether a bombing campaign would galvanize Iranians to rally around the current leadership, ruining any chance of the regime change that might ultimately be necessary to end the threat of a nuclear program. Israel remains unwilling to estimate whether a strike would hurt or help the cause of the dissidents; its failure to predict the Arab Spring has humbled its proclivity for making such forecasts.
And so there is a gap in Israel’s debate about Iran. Although Israeli experts focus heavily on the immediate implications of the “day after,” they neglect, with a few exceptions, the broader repercussions of an attack. Ironically, then, at the core of the elite, scientific calculations regarding an attack on Iran and its aftermath stands a certain kind of fatalism. It is based on the traditional trust that Israelis place in their leaders, and on their sense that open conversation might in fact harm Israeli interests. But the lack of public debate may, in the event of an attack, leave Israel handicapped both in its ability to strike and to defend itself.
In particular, a lack of open discussion leaves the Israel Defense Forces as the primary source of information and analysis on a strike. The IDF, given its narrow focus on the military aspects of an attack, may fail to fully consider its potential political and diplomatic impact. A more public debate might strengthen those in the bureaucracy who are urging the Israeli government to weigh those other factors as carefully as the military planning. The elevation of those voices could then prevent Israeli leaders from operating on the basis of limited information and faulty assumptions. If history is any guide, Israeli policymakers could benefit from such an expansion of the conversation. Israel’s disastrous invasion of Lebanon in 1982 began with a war plan that the public had not vetted. The operation ended after overwhelming pressure from civil society, a process that took nearly two decades. To avoid a similar strategic blunder in confronting Iran’s nuclear program — either as a result of an attack, or a failure to do so — Israel should give the public a stake in the debate about the “day after” much sooner than that.
