Even as a thought experiment, prioritizing cuts in defense spending is no easy task. Add in the real world political costs of angering mobilized constituencies, and it becomes a no win situation. Panetta will reveal his strategy that will guide major defense reductions — and with it the Obama administration’s vision of the military that the United States needs to meet 21st century threats. The Pentagon has committed to $450 billion in reduced spending over the next 10 years, but may have to come up with a total of $1 trillion in cuts if Congress follows through with deeper reductions.
