I received a few sets today and one of them is the Dimension X set. Now there are some cards for 2089 which since I ma in 2090 could use... question is should I?

I don't see any reason why you couldn't. I don't see any reason why there would be a problem adding them late or early if it fits your fancy or story.

When received a new set, I would immediately plan out when I'd add them to the fed, over the next 2-4 months. I never was one to dump all of the new characters into the mix at once, because it didn't seem realistic to me. I know some like doing it that way, and if that's how they like it, cool. I think it seems more realistic to bring guys in slowly, because everyone gets their "big debut" moment, instead of 12 rookies/revisions showing up at once.

I used some of the Dimension X Classics cards (Vector One, for example) and even found storyline ways to bring in several of the Classics 3000 cards at one time or another (Rune Laars, Infinity, Infinity-Plex, Actagon, Rhea; only Rhea stayed for very long, and only in my women's division).
As to adding in mid-year, sure. I bring in most cards at the beginning, but I have added plenty in mid-year for various reasons. It often makes sense to do so.

For my COTG feds, I always added the additional wrestlers gradually upon their release with each new game year edition.
For my LOW fed, I always tend to add some of the new wrestlers immediately them upon their release and others when I have a good storyline reason for it. And it sounds to me that you might have a good storyline reason(s) for adding the Dimension X wrestlers in which chronologically is only off by one game year for your fed. So I say add them.
