I'm not sure, but wasn't Jim Cornette's old Smoky Mountain Wrestling promotion a WWE developmental promotion?

I don't think SMW or USWA was an official developmental promotion, instead it was more that they had a working relationship with them as did ECW.
They did have that deal with the west coast promotion where Cena got his start however.

I know Cena at one time was in a California based Indy fed (I think it was UPW) that did shows here in Nevada (although I am not sure Cena was in any of those Nevada shows) at Whiskey Pete's which is in a town called Primm located along I-15 on the state line right before you enter California (I pass Whiskey Pete's on I-15 every time I drive back and forth to go to PWG.) Speaking of Primm on the state line, it is sort of funny because on one side (the Nevada side) of the state line you have Whiskey Pete's and its sports book which is illegal in California and on the other side (the California side) you have a California lottery outpost as the lottery is illegal in Nevada which does not want it competing with the casinos. Edit: (On another side note about the casino Whiskey Pete's, they have on display the car with its numerous bullet holes in which Bonnie and Clyde were riding in on the day they were shot to death. They have some other Bonnie and Clyde artifacts on display too including the blood stained shirt Clyde was wearing at the time of this death.)
