Far as I know Luna and Gangrel are unsigned. They may have given verbal yeses but never signed officially.
I think Richards will be in and perhaps Tommie Gilbert. Other than that, no idea, but I'm hoping for some older guys but will enjoy whoever is coming.

I would definitely assume that Stevie Richards and Tommy Gilbert would be included. Martin "Farmer" Burns died more than 75 years ago. I personally think he'd be an awesome fit for a main LOW set. X-Pac and Jake Roberts were recently on a CWFH show. No clue if they were signed but it would be pretty cool if they were. Roberts could arguably be considered a set headliner if he was signed.
As for random guesses and who I'd like to see.
I always like to see at least one tag team so I'd be very happy to see the Steiner Brothers make it in the game.
The rest in no particular order:
Raven, Scott Norton and Lex Luger.
