Maybe they're planning to use Cody as a transitional champion so they can put the belt on Kenny Omega when the inevitable Cody vs. Kenny match happens.

The problem for him appears to be working with ROH.

Looks like Donovan Dijak is the next ROH guy moving to NXT. Dijak left a while ago (February?). He's been in that EVOLVE, no-tampering holding pattern WWE has been using.
