I want to think that it's nothing so obvious as a Guardian update... Going with a newcomer that found a way to 'steal' some of Guardian's cosmic power... Interesting artwork - great teaser!

I can't imagine everything is going to be connected to someone but totally new, so I'm just going with Guardian in a new form because Tom said Sly is having all sorts of opposition this year.

The figure to the right of the one in the hat looks like Guardian's "light" form. Guardian seems a safe bet.

This one seems pretty straightforward, GUARDIAN enters his third - and most likely final - human form. First appears as an energy being, tries the transfer to human form (with some flaws), returns with the kinks ironed out.
Cue Tom swerving me with something that makes complete sense in hindsight in 13, 12, 11....
