I used to roll versus the current number of tokens. If you roll equal to or leas, you recover that many tokens. However that means it actually becomes easier to recover tokens, to a certain point.
Then i tried rolling higher than the number of tokens to succeed, but figuring how many were recovered got confusing. Still working on an answer.
I do think there should be a difference between recovering in a continuous match, like an Iron Man, and a tournament where you can rest.

My personal rule is 2 tokens recovered for up to 4 tokens earned, when over 4 tokens you may never fall below 4 tokens, so if you have 5 tokens you'll only be able to recover 1, if you have 6 two, if 7 three, and so on and so forth.
I do it this way because I find that once you get more than 4 tokens the matches get super short if you don't sort of ramp up the number of recoverable tokens.
