Trying to boost economy by making people go back to work quickly. So many job openings, nobody wants to work. The ones that do want to, have "no compete clauses" and other red tape to cut through to get there. Ridiculous.

I kinda have to chuckle at the part that talks about unnecessary licensing/certifications...the worst offender of requiring them. if you ask me, is the US Government. In my job search last summer after retiring from active duty...there were at least 10 jobs I applied for that I was qualified to do as I had done that work while in the Air Force, but because I didn't have the paper that said I was "certified" I was bypassed for the positions. Almost 31 years of experience only goes so far...*shrugs*. The company I now work for is very happy that I got bypassed and so are the Government clients I support...well, they tell me they are more than happy with my performance.

Yes, sort of like college kids looking for jobs. Workforce tells them (students) they don't have enough work experience, and they (workforce) don't have resources to train them.
