Participating in a few Perennial tournaments opener my eyes quite a bit in terms of strategy & meta. Choosing between Corner/Turnbuckle/Ring or rolling up has tremendous possibility to play to a wrestlers strengths. I'm trying to reconcile this with how it works in terms of single player booking.
For those of you running a fed, how do you handle the decision of roll up vs. stat option? Do you choose the best tactical option for each wrestler based on the situation? Do you bypass rolling up entirely? Feedback is appreciated as I'm pondering this before starting a fed.

I use the charts but not the ch option. but its up to you how you play. And welcome to the boards.

Most often I use logic to see if it makes sense. For example, if I get the choice to toss into ropes, I look at the man on defense's ropes level. If an A I pass, if a C I usually go for it and if a B it depends on the flow of the match. Now I run my feds as MOSTLY a legit sport with little "scripting". That being said there are examples. So, it the guy on defense is one I want to win I will do the opposite of what I said before. Beyond that, things can vary if the match seems to be going slow and in a runt. Then I may do opposite of the things I posted first just to try and jump start some action and get things moving along. I hope that helps some.

Mind you if I'm playing with mindless creatures like Mutant, I randomly go sometimes the better choice sometimes the worse choice.

I typically do what is in the best interest of each wrestler. 9/10 times I won’t throw a guy into the ropes, into the turnbuckle, out of the ring or try w deathjump if they have an A rating, and there is a (c) option available. Same w ch charts. If it’s a ch A and the opponent has an A ropes, I’ll probably go for the move roll. Of course the opponent’s ag and pw ratings then come into play. But usually, I’m trying to help every wrestler have their best match and have every opportunity to win.
I roll up a level on (c) when a guy has an available -3 move (or moves) to hit on L1O or L2O. Stuff like that.
Now there are exceptions to every rule. The wrestlers personalities definitely come into play,. Some guys take more risks. They may not care how good the opponent is fighting outside of the ring or coming off the ropes. Maybe they see it as a challenge.

Almost always do what is in the best interest of the wrestler like Rob said. Except if it's a hardcore guy, will almost always use out of the ring regardless of the opponent's rating. Also for a while when Matador had a run as an "honorable face" for me, he refused to throw guys out of the ring.

In my federation, I always tend to go to the charts or choice situations unless there is a reason to roll up (I.E. A good guy that plays 100% by the rules like Endgame, Star Warrior, or any Legends or Indie equivalents wouldn't throw their opponents outside the ring, likewise, they also wouldn't leave the ring if given the choice either). In my Aethra themed federation (The Aethra Wrestling Coalition and the Gladiator Factory), I never give them the choice, because it's Aethra. The fans and the wrestlers are bloodhungry, and they want blood. Strategy be darned, violence is what matters to these people.

I usually try not to have my faces leave the ring when given the option unless there was a good reason for it. Like storyline or if they just need to get away because the heel is beating the tar out of them.

Thanks for all the feedback, y'all! "Keep it in character" seems like a perfect guiding principle. There will be those story driven moments that come up like a comedy face trying a chokeslam or an arrogant heel getting cocky. I'm looking at an Indy Fed so I'm familiar with the characters involved. I'm looking to get into CotG towards Summer and will need to do a deep dive on the lore.

I try to do what I think that wrestler would be most likely to do. So if it is a clean wrestler, I try to not have them throwing their opponent out of the ring unless they are really pushed. Sometimes wrestlers don't wrestle to win. Sometimes they are most interested in inflicting punishment, humiliating their opponent or proving a point.
