It has been my thought for a long time, and it was enforced by running my own feds thanks to this game, is it is a balancing act between not having too many on the roster, so people get forgotten or not used and having enough so things stay fresh and do not get stale. That was the beauty of the territories. Once someone seemed to have gone thru the roster you could bring in someone new or that person could be the one to move on to another territory. That was the advantage of not being on TV or at least not national TV. If two guys feuded in one territory, they could feud in another, and it would be fresh for the audience in both territories.
