I want to say that a pin using the ropes would be fine in a no DQ match.
Allowing outside interference and weapons but not a pin using the ropes seems off.

If there was a football game hypothetically played with no penalties, then to me, a play still ends when someone goes out of bounds. Now, you could clobber Patrick Mahomes after he steps OOB and not draw a flag, but the ball would be dead and the down would be over.
That's how I view pins and submissions in the ropes. You can't be disqualified in a no-DQ match, but it's still not a legal way of winning the match any more than a player going out of bounds and then taking off toward the end zone would count as a touchdown.
