I think artwork goes along way sad to say ... there are some guys I just can't get into because of the art, while others I will keep around just because of the art (Maxine Babe is the only example I can think of right now for some reason)

The most important part to me is the back of the card. That's what you're looking at most of the time, and that's... well, what the game is!
Art is important, though. I'm the same as wraith in that bad art can turn me off from a particular character.

Stats, although I understand how bad art can kill a card for some folks. Never seemed to impact my usage of the character, though.

Close call between the character backstory and the card back design.
The artwork and finishers have no real barring to me on how I will use a card.

Well I look at the choices this way. When I get the edition I look at the ARTWORK, then CARD BACK and then to the SIGNATURE MOVES. I don't really play by the book so backstory is minimal for me. Yes a cool story could motivate me but might not save a character that I don't like the artwork or back.
When I get a new edition I look at the art first. My backstory is built after I see the art. Though character back goes a long way. Look at two of my favorite cards from my first federation. Prince Zed and Wraith one could argue are not that characters best art but their stats CARRY them and eventually I have to form a better story and I push these characters.

While art can make or break a character for me, the stats are more important.
The stats don't lie and ultimately decides where a character fits in. A guy can have the coolest art in the world but if his stats are horrible, art alone isn't going to win that guy a title. On the flipside, if a guy has horrible art but his stats are the very best in the fed, there's no deying that he's the man.
Also, a card can be great just because of the way his moves flow in a match. That's a product of good card design. Yet, there are cards that are just brutal to play with because that flow isn't there.

Tough question but Backstory and stats are tops. I think Backstory a bit mroe for me. I really like the Executioner although his card isnt the greatest!

Stats, artwork, back story, finisher - in that order of importance.

Artwork draws me in at first but I really like the backstory/personality. Then it would be card design/finishers.
