I bought the Martial Law 2123/2124 set for $40. However, I sometimes get the above when trying to go to the gallery profiles.

Example: Mother Superior

That happens when you don't own the set that the card was released in. Mother Superior, for example, while she is present in the roster of GWF 2123, was released on a card in the 2121 set. If you don't own 2121, Mother Superior will appear in the Gallery when you look at the 2123 roster, but you won't have access to her card for anything other than knowing she's in that year's roster.
