This might be an improvement. I will not hold my breathe. This will not fix TNA's many past screw-ups as well as its current mess.
Then again, any organization that figures having Russo, Hogan, and Bischoff around is a good idea deserves what they get.
I only feel bad for the wrestlers and production people.

i was listening to Jericho's podcast with HBK the other day as well as one with Bret Hart and i always think why can they not get wrestler's who know what they're doing to book anymore?

It is a shame Cornette, Sullivan, Mantel (for different reasons), or Raven even, are not bookers. All have great minds. Unfortunately, bookers have been replaced by TV writers who do not seem to understand wrestling or how to write an entertaining story.
The basic premise of a what makes a face and what makes a heel has been lost. Current wrestling does not seem to even know what qualities make a heel, let alone what the role of a heel has. This stuff is not that difficult. The story of good v. evil has been told for centuries. Sadly, in a Twitter focused universe stories do not seem to matter. Just hashtags....very sad.

I think that's largely lost, not just by 'creative', but by the performers as well. I forget who it was I heard recently who said that nobody wants to be a heel anymore. Sure, you still have the cocky heels like Rollins and the monster heels like Lesnar, but there really are few (if any?) Fred Blassie heels or Iron Sheik heels who go out there to work the crowds to get as much heat as possible and take that heat with them wherever they go. Since the Clique made the "cool heel" fashionable, we haven't seen too many legit heels. Now, there's always a little wink at the audience, or the "you may not like me but you must respect me" subtext. Also, the talent has social media to defend themselves against every little slight against their character and prove to us how they're really good people just like us. Bottom line is that the fans don't see characters anymore. They see actors playing characters on a scripted TV show. That's the consequence of bringing the industry out of the closet and giving us a backstage pass to see what goes on behind the curtain. If we find a character entertaining, we get behind it whether it's intended to be a babyface or a heel. If we are bored with that character, we jeer. It doesn't matter if it's Cena standing up for all the right principles and defending the integrity of America - we boo because it's just an actor we're tired of playing a stale character on a scripted TV show. That's why if Cena turned heel, he would get more cheers than he's gotten in years, and the writers would be more confused on what to do with him than they are now.

Pro Wrestling has become on giant feud between the fans and the "bookers". Biggest bad guys in wrestling are the WWE writers, Vince, Stephanie, HHH etc...then they wonder why no one gets over.

Well truth is nothing will fix their past screw-ups. It is a matter if fans finally overlook and/or forgive those mistakes. I think having Billy on board could go beyond writing and booking. He could help with the entrance themes. He can make connections in other entertainment fields and open doors. Now we heard that before with Hogan. But the difference is that unlike Hogan, I doubt Billy is doing this just for a pay check.
