Back in the LWA days I had something similar set up... rules for signing contracts, as well as an event chart that would effect change (wrestlers having rl injuries, leaving to do a movie, getting out of shape, wanting to go to x territory for family reasons, etc). Not sure I still have it though. If I was ever to do a Legends fed again, I think I'd recreate it though. The LWA days were pretty cool. If this still exists, I'd like to check it out.

I found a few things....
So the LWA used Rahl Ratings as a monetary value (I called them credits) as a base value for the wrestler. The wrestler's actual LWA value would then go up or down based on their performance. So a guy with a 25 Rahl Rating that won a territories title and had success might be worth 35-40, while if he does nothing buy lose in the undercard he might drop to 15.
The promoter would offer a contract of 1-6 months based on that value. I had a chart (which I haven't found yet) that would determine if the offer was accepted, or if the wrestler had any demands... things that could be demanded were stuff like a title shot, wanting a singles or tag team push, longer or shorter terms, special 'star' treatment (Which would cost the fed extra money) and the like. The more that was offered the better chance of acceptance.

Each fed had a budget.. running a card would cost some number of credits (there was a base amount for a standard House/TV show, and extra for special events), and would generate income based on how good the card was and the territories 'national recognition'. Cards ratings were based on average match rating, with bonuses for using free agent talent, or talent from other territories as a special attraction, having title matches, participating in national angles, etc.
I had a standard rating for matches that I'm pretty sure I got from BDS WAY back in the day, which I do have to share
POINTS AWARDED Per fatigue token accumulated: +1 Per five minutes of the match: +1* If both side rolled PIN at least once: +2 Per number of fatigue tokens accumulated by both sides from pin attempts (not Add X): +1 each** Finishes with a finisher: +2 Finishes by pinfall: +1 Finishes by DQ: -1 Is a tag match: -1 for every person on the team Is a multi-side match: -2
POINT SCALE: 0 - DUD 1 - 1/2* 2 - * 3 - *1/4 4 - *1/2 5 - *3/4 6 - ** 7 - **1/4 8 - **1/2 9 - **3/4 10 - *** 11 - ***1/4 12 - ***1/2 13 - ***3/4 14 - **** 15 - ****1/4 16-17 - ****1/2 18-19 - ****3/4 20+ - *****
* If you're not timing the match, the matching PIN tokens thing talked about in the other note becomes a +2 bonus. * EX: Thantos and Star Warrior are wrestling. Both end the match with three added fatigue, but one of Thantos' came from a deathjump attempt from SW. This bonus is +2 (or +4 if you're not tracking time)
National Recognition was essential a territory score, based on the total value of the talent, plus bonuses for the success of recent events. This rewarded people for playing in general, but extra for interacting with their fellow promoters as well.

I did find this chart, which was used to sign a free agent (someone in the LWA talent pool but not signed to a fed) for a card or two.
Rookies:
00-05 Wrestler has personal plans and can’t come that day
06-10 Wreslter suddenly decides he’s a star, and demands the ‘star treatment’ for his appearance. If you choose to do so, he’ll cost 15 extra credits for his special needs
11-20 Wreslter insists on appearing at least twice, as part of some sort of angle, rather than making a single appearance. Standard Rate Applied if you agree. He will appear a single time for 20 credits.
21-30 Wrestler was not pleased at his treatment. –10 penalty if you try to sign him next month.
31-50 Standard Rate Applies
51-80 Wrestler really enjoys his appearance. +10 bonus is you try to sign him next month.
81-99 Wrestler is excited at the opportunity, he appears for half the standard rate (if he loses) or free (if he wins)
Vets:
00-05 Wrestler has personal plans and can’t come that day

I too like the match rating chart you use, and will integrate it into Strong Style USA once the Omega Cup is done. The only addition I would make to it is the following....
Both wrestlers are bleeding +1
Great chart nonetheless.
If you ever find your spreadsheet for your money report, I'd love to see how that worked as well.

So the first time I used this chart, Brock Lesnar, Bret Hart and Curt Hennig all rolled a 2 or an 11-12 - all leaving the WWF for the NWA in my MNWars fed. Doesn't get more nutso than that.
About to roll right now for Sting, Ric Flair and the Road Warriors in the NWA, and Ricky Steamboat, HBK and Randy Orton in the WWF...
