In response to Bill ... I think Andre gives the title to Dibiase and Tunney allows it in this case. Dibiase then holds the title to Mania IV where he loses to Savage. We then see Savage get built up and WWF goes even bigger now VKM has to find better pro wrestlers to fill void.

My first thought was turn Savage early, but coming that fresh off the Steamboat story I think it's too early. In this world there is no Hogan to help cement the turn either, so unless you do something drastic like have Andre try and claim Elizabeth, I think Savage's turn needs the slow burn.
Steamboat is a possibility, but he just won the IC Title, and if he asks for the time off like he did in the real world, I don't see him being the guy in this scenario.
If they could pay Piper enough money to stay, I think he'd be the best choice, but I think he'd go to Hollywood. He seemed pretty set on it.
Of the currently available choices, Duggan actually seems the most viable. He is not yet a total goofball, he has the USA thing going for him, and if nothing else he could be used to transition the title off of a broken down Andre.
Other possibilities:
We weren't too far from the "Superstar" Billy Graham comeback. No one knows he'll break down after just a couple months. Does Andre keep the belt, and we get the comeback story of comeback stories?
Vince likes muscle guys, we do have Billy Jack Haynes juiced to the gills on the roster.
How about Bam Bam Bigelow? He got pretty fing over in that first run. Size wise, people could buy him against the Giant.
From outside of the company, the only guy I could see them going for is Slaughter with the gimmick and the GI Joe tie-in.
But the real question is still, would any of them matter business wise, cause they aren't Hogan....

Heres a thought why not just push Andre as the monster heel no one could stop? He could easily hold the belt to Mania IV and just maul people till you build up Savage to take the spot.
I think Savage could have been just as big if not bigger than Hogan. Slow turn him face and then keep him face.

Here is the one that I have proposed elsewhere, and I always find the answers very interesting.... What If?.....The Slam Heard Around the World....Hulk Hogan suffers a fluke career ending injury on the biggest stage of them all, at the height of his popularity, at what may be the companies biggest moment. Also, further down the line, Hogan does not go to WCW in 94. Do Hall & Nash still 'jump ship' and form the nWo? If so, who is the 3rd man?

you could spend years debating it. The Iron Sheik would do at least a couple of videos telling how Verne screwed him on the payoff.

Backing up a bit: Does Nash have the opportunity to leave WCW and to go to another promotion in the first place if Vince can't recover from WM3, and the promotion has folded by then? The 3rd man would've been STING, no doubt. It's been talked about before. If Vince folds shortly after WM3, does TED TURNER try to make wrestling mainstream after Vince fails? At what point in time would this happen? Would he not let Flair turn heel again (and keep him a fan fave with Sting still in the Horsemen), and for how long? Does Fritz go mainstream, pushing his family even harder? Do the tragedies in the family happen even sooner then they did as the pressure gets to them all? What would Vince do once his fed folds? Does he go about EXPOSING the business since he can't profit from the fans anymore? Would there be the term "sports entertainment" then? Do Randy Savage, Bret Hart, and Steve Austin reach the top of the mountain without the WWE? Still so many ways to go here... Todd C WTIC

Andre winning at WM3, something I had thought of in the concept of Andre got pissed at Hogan and decided to not job, would effect business but not much. Yes Hogan was the top guy buy leaps and bounds but by then attention was on WWF and other stars. First off the growth would have slowed some but Hogan was not the top guy for most of the following year and even lost in first round of World tournament at WM4. One guy that might have got an earlier push is Ultimate Warrior. From what I gathered from the A&E documentary on him part of his issue was being overshadowed, and underpaid, compared to Hogan. No Hogan means Warrior would get more $ and attention.

If Hogan was done in 87 & Andre is the champ...
Bam Bam would be an interesting choice.
If Nikita jumped to WWF as a face, I assume Vince would completely repackage him and he wouldn't be Russian anymore.
Kerry Von Erich didn't return from injury until November 87, he could be an option.
By April 87 Lex Luger was a Horsemen and chasing Nikita's US title. I think Luger would be the best physically sized guy to take the title from Andre.
I think we're still a year or two away from Warrior or Sting being an option.
Paul Orndorff was left off WM3 in case Andre couldn't do it, he's an option.
By this time Jake Roberts turned face, was one of the most popular on the roster & later on fended with Andre. And is the best of the options on the mic.
