Savage seems to be everyone's immediate answer in the No Hogan scenario, and in the long run, he is probably the right answer. But I just can't buy him as the immediate answer. He has literally just come off crushing "The Dragon's throat, has spent years cheating to keep the IC Title, the people think he mistreats Elizabeth. His face turn only worked the way it did, because of Hogan. With The Hulkster out of the picture, short of Andre trying to claim Elizabeth as his own or something, I don't know how you can switch Savage babyface that quickly to solve the No Hogan, broken down Andre problem. The one thing working in their favor is Savage just lost his title. They could work off of that as Savage hitting bottom, re-evaluating his life and trying to turn things around. Have him save faces that are being jumped by heels. It would take awhile but it could have been done.

Well Savage turned face sometime between the summer and fall of 87 and Dibiase debuted with his $ Man gimmick in the summer of that same year. I just bumped the timeline by a few months. It may not be realistic but it worked for my game. I think I started my fed in June 87 with Andre vacating the title after not defending it since WM. Now here's another one. What if Hogan never showed up at WM 9? Bret was supposed (according to his book) pin Yokozuna at the event. What happens now and afterward? And how does it change WM X?

Great "what-if"? First, a parade would be held to celebrate that chump Hogan was not a part of it! Next, Yoko, Mr. Perfect, and a heel Lex Luger could've kept Bret busy throughout the summer and fall. If you made Perfect the top heel than you could still do the Luger-Yoko storyline (just as an upper-card feud though). You could still do the Bret-Owen storyline and have that main event WM 10. Another possibility is having Savage come off commentary and turn heel, saying he is jealous of Bret's success, then doing Bret-Savage as the main event of WM 10.

I heard Savage wanted to feud with a young HBkand when Vince said no that's when he starting looking elsewhere

Agreed on the parade, and while I’d love a Savage/Hart WM, I don’t think Vince wanted Savage to wrestle full time at that point.
